What does it take to lead well in today’s APS?
For many Executive Level 2 leaders, it’s not about more theory, it’s about learning, in real time, how to lead people through complexity while continuing to deliver.
That’s the shift participants describe in APS Leadership Edge.
A consistent theme is perspective. Leaders repeatedly highlight the value of learning alongside peers across the APS, gaining insight into different challenges, approaches and ways of thinking. As one participant reflected, some of the most valuable learning comes from “stepping into someone else’s shoes” and seeing problems differently.
This exposure builds a deeper understanding of APS audiences and the broader system leaders operate within - critical in a fast-changing environment. Just as important is self-awareness.
‘I’ve become much more conscious of my leadership style,’ one leader shared. ‘It’s not something I take for granted anymore, it’s something I actively work on.’
Participants describe a shift from focusing purely on tasks to leading with intention, reflecting, adapting and continuously improving.
For others, the program brings APS values into sharper focus.
‘Integrity can feel abstract,” one participant noted. “But I’ve come to see it in everyday actions, like maintaining accuracy and timeliness in our work.’
This practical connection between values and day-to-day leadership is a key outcome, particularly as leaders balance delivery with integrity, wellbeing and long-term capability.
Team culture is another area of impact. Participants report using practical tools and conversations to better understand how their teams are experiencing work, and where targeted support can strengthen both performance and psychological safety. Even highly experienced leaders find value.
‘After many years in senior roles, I’m always learning,’ one participant reflected. ‘This program helped keep me inspired and looking for new ways to lead.’
Across all experiences, one insight stands out:
Leadership is about leading people.
Not just delivering outcomes but creating the conditions where people can do their best work in service of the Australian community. APS Leadership Edge supports EL2 leaders to build this capability through practical, work-based learning and connection across the APS.
