MasterCraft Series - Envisaging futures of APS roles:
Using foresight to support strategic workforce planning
The future of work across the Australian Public Service is being reshaped by rapid technological change, shifting demographics, and a more complex global environment, all against a backdrop in rising public expectations about how government should deliver. Yet workforce data tells us where we have been, not where we are heading, and many of the forces that will shape future roles, from Artificial Intelligence (AI) and automation, to changing service models, are only beginning to take shape. This masterclass introduces foresight as a practical discipline that helps planners move beyond forecasting to anticipate a range of plausible futures, and to make better workforce decisions today as a result.
In this session*, you’ll be guided through simple methods to undertake environmental scanning, identify relevant trends and early signals, and trace how they might develop and impact on the workforce. More importantly, we’ll demonstrate how these insights can be translated into plausible futures for roles, and how these processes can help inform and prompt strategic workforce discussions with leaders. Whether you are new to workforce planning, or looking to extend your planning horizon, you will leave with approaches you can apply directly within your own teams to help anticipate how work may evolve.

Marlee Law, Assistant Director, APS Workforce Strategy and Planning, Australian Public Service Commission
Marlee leads the APS Centre of Excellence for Workforce Planning, strengthening workforce planning capability across the whole-of-APS and in the Pacific region. Marlee brings over 7 years of experience in HR and strategic workforce planning, and is passionate about how workforce planning can improve government services. She specialises in occupational segmentation and workforce planning support, providing agencies with strategic, actionable advice to support the maturation of workforce planning functions.
Ayeesha Abbasi, Assistant Director, APS Workforce Strategy and Planning, Australian Public Service Commission
Ayeesha Abbasi leads Strategic Insights, delivering actional insights and long-term foresights to drive workforce planning for the whole of APS. She brings ten years of research experience and holds a PhD in management and organisational psychology. Ayeesha has taught extensively on management fundamentals with a focus on evidence-based practice at the Australian National University. She has worked with public service leaders across the Pacific, Asia, and Europe to help strengthen evidence-based workforce management and planning.
