MasterCraft Series - Individual changes, big impact - Transforming government
This session* is a discussion about changing how things are done – how the design of a human-centred and culturally safe scheme is having a powerful impact on Stolen Generations survivors and senior government representatives.
A panel of APS senior executives will share how participating in the truth-telling process, called Personal Acknowledgements, influenced their thinking, actions and leadership, and deepened their understanding of the transformation required across government to meet Priority Reform 3.
Participants are invited to reflect on what a person-centred approach offers for broader APS work and how their own small actions can contribute to meaningful change.

Rachael Jackson, National Indigenous Australians Agency
Rachael Jackson has been the Chief Operating Officer at the National Indigenous Australians Agency (NIAA) since its establishment 2019 and has a career of 25 years in public service. Rachael acknowledges the traditional custodians and elders of lutruwita (Tasmania) where she grew up, and the Ngunnawal people in Canberra where she now lives and works.
As NIAA’s inaugural COO, Rachael worked to establish frameworks, strategies and policies including workforce strategy, performance framework, work health and safety system and bargaining for an enterprise agreement. Rachael leads NIAA’s efforts on Priority Reform 3 of the National Agreement on Closing the Gap: transforming government organisations, particularly to eliminate racism. Also playing a key role with the Australian Public Service Commission leading the delivery of the Government’s commitment to Boost First Nations Employment, including SES100 and other initiatives.
Rachael previously held Chief HR Officer functions at the departments of Department of Industry, Innovation and Science; Finance; and Attorney-General’s and was the Executive Director Governance at the ACT Justice and Community Safety Directorate. Rachael holds an Executive Master of Public Administration (ANZSOG).
