MasterCraft Series – APS Integrity Hypotheticals: Insider Threat
The highly successful APS Integrity hypothetical series returns, brought to you by the Department of Industry, Science and Resources (DISR) - Integrity Branch in collaboration with the APS Academy.
Facilitated by Rodney Lee Walsh, this 1-hour session will challenge a panel of senior executives with hypothetical scenarios designed to test their integrity. Learn about the risks posed by insider threats and how to identify and manage potential integrity challenges they raise.
Insider threats arise from trusted insiders, a current or former employee or contractor who has legitimate or indirect access to the people, information, techniques, activities, technology, assets and facilities of a workplace. An Insider threat is the potential for an insider to intentionally or unintentionally use their access to conduct activities that could cause harm to or negatively affect a workplace. Types of insider threat include espionage, sabotage, violence, fraud and theft.
Note: ACT based DISR staff will be able to attend this event in person, with the rest of the APS able to attend online.
Panellists
Anthony Murfett
Anthony Murfett is the Head of Division for International Strategy and National Security within the Department of Industry, Science and Resources. In this role, he leads strategic engagement on international and national security matters related to industry, science, and resources policy.
Prior to this appointment, Anthony served as Head of the Technology and Digital Division, where he was responsible for providing policy advice to government, delivering programs, and fostering domestic and international engagement on enabling and critical technologies. His leadership focused on advancing the digitisation of the economy and capturing the opportunities of emerging technologies, including artificial intelligence, robotics, and quantum. He has also contributed to policy development supporting economic security through critical technologies.
Anthony was also the inaugural Deputy Head of the Australian Space Agency, overseeing its establishment and leading strategy, policy, and operational functions. His previous roles include serving as Minister Counsellor (Industry, Science and Education) at the Australian Embassy in Washington, D.C., and as General Manager within the Department of Industry looking after a range of industry and research programs.
Teresa Blair
Teresa joined Services Australia and was appointed GM Corporate and Cross Government Services in June of 2025, having led the Defence Performance and Risk Taskforce for the previous 8 months.
In this role, she is responsible for a broad corporate portfolio that ensures the effective and efficient running of the agency, including security, property portfolio, corporate support services, payroll, travel and corporate operations. She also fills the function of Chief Audit Executive, and is responsible for the internal audit function. Teresa and her team also provide shared corporate services to a number of other government departments.
Teresa is a former Navy officer and ADFA graduate who has also worked as a project and program manager in industry for a number of years, before re-joining Defence in 2008 as a public servant. Key roles include working as a project manager in the Space Systems Program Office and as the Director of Major Program Control in the Defence Materiel Organisation. In 2015, Teresa joined the Capability Life Cycle design team, which had been formed in response to the 2015 First Principles Review.
Emily Bowman
Emily Bowman started her career in 2009 working for the Department of Defence. Initially working with both internal and external stakeholders managing security incidents before she moved into Personnel Security in 2013. With a focus on complex personnel case management and insider threat, Emily led the development and maturing of the organisation’s insider threat program, as well as managing complex personnel security cases.
In July 2021 Emily was seconded to a whole of government taskforce as the insider threat subject matter expert and in February 2022 moved to the Quality Assurance Office (QAO) within the Office of National Intelligence. Emily commenced as acting ADG QAO in July 2025, prior to this she was Director for QAO Insider Threat.
Emily has a Bachelor of Arts/Bachelor of Laws degree from the University of New England.

Rodney Lee Walsh, Independent Adviser to the APS
Drawing on 16 years’ SES experience in policy, program and corporate roles and 10 years with the Commonwealth and ACT Ombudsman, Rodney has advised on the internal practices, leadership actions and workplace culture of every type of public sector entity - policy, service delivery, regulatory, law enforcement and military. He has investigated, mediated or resolved more than 1000 cases.
Since retiring from the APS in 2021, Rodney has pioneered the delivery of the SES Integrity Masterclass for the APS Academy; served as independent Integrity Adviser to the Department of Education; and been engaged by the Department of Social Services' Legal Group to address key recommendations of the Robodebt Royal Commission on the role and function of government lawyers. As Facilitator of the Institute of Public Administration of Australia’s Future Leaders Program since 2021, Rodney has led dozens of executive learning events and interviewed a score of current and former secretaries on leadership, crisis management, and defining career moments.
