MasterCraft Series – Stewardship and systems change – an anniversary of APS stewardship
This celebration of stewardship will inspire you through storytelling and the sharing of live examples from leaders at all levels through a panel conversation.
We will also invite you to rethink your own understanding of stewardship through the lenses of other’s perspectives and have the opportunity to reflect and design your own stewardship actions for the coming year.

Presenters
Dr Rachel Bacon
Dr Rachel Bacon is currently the Deputy Commissioner Integrity, Reform and Enabling Services at the Australian Public Service Commission. Rachel has also been appointed to the IPAA ACT Council where she works to promote excellence in public administration.
Prior to this Rachel worked at the Department of the Prime Minister & Cabinet (PM&C), as Deputy Secretary Public Sector Reform, helping to shape and deliver a suite of reform initiatives to make people’s interactions with government simpler, easier – and make life inside the public service understood and valued.
Over the previous four years, Rachel has worked for the Department of Infrastructure, Transport, Regional Development, Communications and the Arts as Deputy Secretary of the Regional, Cities and Territories Group, delivering place based policy and services for communities around Australia. Rachel has also spent time in the Department of Environment and Energy, running the Policy Analysis and Implementation Division, and as Deputy Chief Executive Officer with the Northern Territory Government’s Department of the Chief Minister.
Tom Orlovic
Tom Orlovic is a Director at the Australian Taxation Office, leading strategic policy development and evaluation to shape the ATO’s advocacy agenda and uplift policy capability. His work supports robust policy design to enhance the efficiency, effectiveness, and fairness of Australia’s tax and superannuation systems.
Previously, Tom was Director of Strategy and Governance, advising ATO Executives on strategic planning and investment for priority change initiatives. Tom led the adoption of innovative risk management approaches he designed to control the enterprise risk to delivering major change commitments.
Tom has had a variety of leadership roles including Director of Program Governance and Assurance, where he managed JobKeeper and Single Touch Payroll transformational programs at the ATO, collaborating with APS wide stakeholders to deliver outcomes at scale. He has contributed across the APS with secondments to Department of Prime Minister and Cabinet to develop the Australian Government Consultancy model and expanded his expertise to IT design and delivery at the Australian Charities and Not-for-Profit Commission.
Tom is an adaptive leader and lifelong learner, driven by relentless curiosity to improve systems, empower others, and foster innovation. He holds a Master of Innovation, a Graduate Certificate in Business (Public Sector), and a Bachelor of Architecture.
Freya Simonsen
Freya Simonsen is a generalist graduate at the Australian Public Service Commission. She is currently working in the International team supporting the Commission’s international engagement activities, including delivery of programs across South East Asia and with the OECD to improve public sector leadership and governance internationally and for Australia.
Freya has a Bachelor of International Studies and a Master of Public Policy. She has studied abroad in Indonesia through the New Colombo Plan and spent 4 months volunteering in Timor-Leste last year through the Australia-Timor-Leste Friendship Network.
Facilitator
Kate Harris, APSC
Kate is the Lead of SES Design, Facilitation and Practitioner Led learning at the APS Academy at the APSC.
Her career has been dedicated to the development of human potential and systems change and is passionate about bringing these capabilities to the public sector. Kate has worked across the private and not for profit sector as an executive coach, designer and facilitator and specialises in creative intelligence and authentic leadership.
Her clients have included Federal and State Governments, International Labour Organisation, World Bank and the United Nations. Prior to her role at the APSC, Kate held CEO and Board positions for multiple organisations and is well known for her strategic board and governance capability both in Australia and globally.
