MasterCraft Series - Policy Impact Analysis Across Australian Government

Impact Analysis is a process of research, consultation and assessment of the potential effects of a proposed policy. It involves examining how the policy proposal could impact different cohorts of people, and using this information to ensure well-designed policy, and creation of a robust picture of impacts for decision-makers.
Join us as we explore what impact analysis is, why it is important, and how it can strengthen your case for change in policy development. We will also explore the concept of intersectional impacts and how you can consider these as part of your analysis.
Presenters

Angela Unwin, Office for Women, Department of the Prime Minister and Cabinet
Angela Unwin is in the Gender Budgeting team in the Office for Women, working on the implementation of gender responsive budgeting across the public service. The Gender Budgeting team has been working to deliver the Government’s commitment to achieve gender equality through embedding gender responsive budgeting into Cabinet processes.
Angela has been working in the public service for nine years and has extensive knowledge of Cabinet and Budget processes through working in PM&C’s Cabinet Division and Department of Finance. Angela also worked in the National Cabinet team during the COVID-19 pandemic. Angela is passionate about improving the lives of all Australians, particularly regarding achieving gender equality.

Terry Hills, Office for Impact Analysis, Department of the Prime Minister and Cabinet
Terry Hills joined the Office of Impact Analysis in October 2021 as lead on climate, environment, energy and water policy and has been working in the Australian Government on Regulatory Impact Assessment since 2016. Prior to that, he worked in government, private and community sectors on integrating climate change and the environment into economic development, with a particular focus on Asia-Pacific. He has a master’s degree in environmental and resource economics from the University of Queensland, Australia.

Kelly Banister, First Nations Impacts Section, National Indigenous Australians Agency
Kelly Banister is the Director of the First Nations Impact team at the National Indigenous Australians Agency. Her team is responsible for the First Nations Impacts Framework, which aims to support Commonwealth departments and agencies to give genuine consideration to the impact of proposals on First Nations Australians.
Kelly has a Bachelor of Economics with a double major in Economic Analysis & Policy and Banking & Finance. Kelly has over 17 years experience in the public service and is passionate about improving outcomes for First Nations Australians.
