The Secretaries' Charter of Leadership Behaviours sets out the leadership behaviours expected of Senior Executive Service (SES) employees and encouraged across all levels of the Australian Public Service. Developed by the APS Secretaries Board, the Charter supports modern systems leadership and reinforces the APS Values, Code of Conduct, Integrated Leadership System (ILS) and APS Leadership Capability Framework. It promotes a shared understanding of the behaviours required to lead effectively in a complex and interconnected operating environment.

Participant benefits

  • Develop a clearer understanding of the leadership behaviours expected across the APS.
  • Reflect on their own leadership approach and identify opportunities for growth and development.
  • Strengthen their ability to lead with integrity, respect and accountability.
  • Build capability to foster collaboration, inclusion and positive workplace culture.
  • Apply leadership behaviours that support effective decision-making, influence and organisational performance.

What this resource covers

  • The five DRIVE leadership behaviours: Dynamic, Respectful, Integrity, Value Others and Empower People.
  • The behaviours and expectations Secretaries have of themselves, the SES cohort and APS leaders.
  • Practical leadership principles that support modern systems leadership across the APS.
  • The connection between the Charter, APS Values, the Code of Conduct and the Integrated Leadership System.
  • Examples of behaviours that help build inclusive, accountable, collaborative and high-performing workplaces.
