The First Nations Impact Framework – V3, released in December 2025, aims to assist policy drafters to meaningfully consider and analyse the impacts of policy on Aboriginal and Torres Strait Islander people, communities and organisations.

The Framework supports Commonwealth departments and agencies to develop New Policy Proposals and Cabinet Submissions to help progress and embed the Government’s commitments under the National Agreement on Closing the Gap.

Drafting agencies are encouraged to engage the NIAA, via FirstNationsImpacts@niaa.gov.au, prior to reaching out to First Nations stakeholders for assistance with culturally appropriate engagement.

This content has been provided by the First National Impacts Framework team, within the National Indigenous Australians Agency (NIAA).

Participant benefits

  • Step by step guidance to design better policy with and for First Nations people.
  • Access to the 'First Nations Impacts Framework' resources to support impact analysis during policy development.
  • Information on how to meet obligations under the Cabinet Handbook and Budget Process Operational Rules.
