The Complex Project Management Profession builds the capability and capacity of the APS workforce while evaluating and navigating the various dimensions of project complexity.

The profession will establish a whole of APS employment life cycle approach to attract, develop, retain and deploy a workforce who have skills in complex project management.

These skills will help the APS better plan and execute clear project strategies through the management of cost, schedule, and scope, ultimately reducing risk and driving greater value for money, while considering the evolving elements of complexity.

Who is this Profession suitable for

Australian Government officials who plan to or are undertaking complex project management activities within their agency. Complex Project Management is generally overseen by an EL 2 or higher level. This community [is not/may/is] also open to state, territory and local government employees. 

What is a complex project in government?

A complex project is generally one that goes beyond routine business delivery and involves significant uncertainty, coordination, risk, scale, or stakeholder management. While different agencies may apply their own criteria, the APS and Commonwealth project management frameworks typically consider a project complex when it has several of the following characteristics:

 

High value or significant public impact
  • Large budgets.
  • Major policy, service delivery, infrastructure, ICT, or reform initiatives.
  • Significant consequences if the project fails.
Multiple stakeholders
  • Involves several Commonwealth agencies, state and territory governments, industry partners, or community groups.
  • Competing priorities and interests must be managed.
High levels of risk and uncertainty
  • Unclear requirements or evolving policy settings.
  • Significant technical, commercial, political, or operational risks.
  • Novel or first-of-its-kind initiatives.
Interdependencies
  • Reliance on other projects, programs, systems, or legislative changes.
  • Complex procurement and contract management arrangements.
Strategic importance
  • Supports government priorities, major reforms, national initiatives, or critical public services.
  • High ministerial, parliamentary, or media interest.
Significant organisational change
  • Requires changes to business processes, workforce capabilities, culture, or service delivery models.
  • Large-scale change management and benefits realisation activities.
