Human Resources (HR) professionals play a critical role in building a capable, agile and high-performing Australian Public Service (APS). The APS HR Workforce Strategy, HR: The People Profession, and the Pathways to Professionalisation Framework provide a shared approach to strengthening HR capability, improving service delivery and advancing the professionalisation of HR across the APS.

Together, these resources support HR practitioners at all career stages by outlining professional standards, capability expectations, development pathways and leadership attributes. They aim to build a strong professional identity for the APS HR workforce, grounded in common values, quality service and continuous learning.

The APS HR Workforce Strategy is built around three pillars:
