APS employees occupy a position of trust. The Australian Government and community rely on APS employees to undertake important work on their behalf. With that trust comes a responsibility to demonstrate the highest standards of ethical and professional behaviour.

The APS Values, APS Employment Principles and APS Code of Conduct establish the standards of behaviour expected of APS employees and agency heads. Together, they provide a framework for integrity, accountability and professionalism, helping to maintain public confidence in the APS and the way public servants exercise their responsibilities.

The Public Service Act 1999 requires APS employees and agency heads to uphold the APS Values and comply with the APS Code of Conduct. Agency heads and Senior Executive Service (SES) employees are also responsible for promoting and modelling these values. All APS employees should understand their obligations under the Act and the impact their conduct can have on public trust and confidence.

The behaviour of public servants, both inside and outside the workplace, can influence perceptions of the APS and the administration of government. Maintaining high standards of conduct helps protect the integrity and reputation of the APS.

What are the benefits?

  • Reinforce the responsibilities that accompany public trust.
  • Clarify the standards of behaviour expected of APS employees and agency heads.
  • Support ethical, transparent and accountable decision-making.
  • Promote professionalism and integrity across the APS.
  • Help maintain public confidence in government administration.
