MasterCraft Series - Caretaker Conventions and what you should know

What is the ‘Caretaker’ period? Successive governments have accepted that, during the period preceding an election for the House of Representatives, the Government assumes a ‘caretaker role’. This practice recognises that, with the dissolution of the House, the Executive cannot be held accountable for its decisions in the normal manner, and that every general election carries the possibility of a change of government. This session will explain the background to Caretaker and what it means for public servants.

Alex Philp
Alex Philp is Assistant Secretary, Government Division at the Department of the Prime Minister and Cabinet. Based at Parliament House, Alex currently works on the legislation program for the House of Representatives. He started at PM&C in 2005 and has advised governments on machinery of government arrangements, significant appointments and advice on Caretaker Conventions since 2018.
