Build your policy advice skills to build a better Australia
Delivering great policy advice to government is at the core of what we do in the public service – it’s about providing the best advice we can to support governments to make decisions that will deliver better outcomes for all Australians.

Abigael Ogada-Osir, I think it's about defining problems and finding solutions.
Alex Flood, So policy is like a solution to a problem.
Teresa McMichael, Take the time to understand the problem first. The problem that you're trying to solve.
Olivia Shen, Bringing people along and understand where they're coming from.
Gabrielle Denning-Cotter, To equip them with the information that they need to make. The best possible decision that they can.
Chris Simpson, It's also think about the unintended consequences of what your actions are and the policy that you are delivering.
Damian Carmichael, You've developed a solution that's meeting the needs of the people that you're designing that solution for.
Kym Moore, To make sure that you get an outcome that may not necessarily be the ideal thing, but is the thing that will work.

Developing policy advice is not a mysterious art that only a select number of public servants do – it’s a process that can be simplified, understood and applied by everyone. Whether you work in a ‘traditional’ policy role, like preparing Cabinet Submissions or advising Ministers, or you’re on the front line of service delivery, we all have a role to play in making government services better to improve the lives of Australians.
Great policy advice is achieved when it is:
- clear on intent
- well informed
- practical to implement, and
These four elements are not new. They are the things most of us do intuitively – but by articulating them in a simple and clear model, it gives us an overarching approach to policy and a common language that strengthens how we deliver as One-APS.
Today’s world is rapidly changing, meaning public servants need to adjust to meet the rising expectations of Australians. To assist us in preparing for challenges facing Australia, the Delivering Great Policy model is a tool to shape our thinking in this new and changing world of policy making.
The APS Academy has policy offerings suitable for all public servants: whether you’re starting out, interested in moving into formal policy roles or you’re an experienced policy practitioner. Offerings are led by experienced policy practitioners, draw on peer-based learning and provide practical and experiential learning opportunities.
